First contact by a buyer to his/her seller should never be by negative or neutral feedback. Please institute a block until first buyer message has been sent. I am certain eBay programmers can make this happen.

No one here can implement an automatic block. This is a community discussion forum for buyers and sellers, not eBay Inc and most of us are pretty familiar as to how this platform works. Thanks for the advice, but really not needed.

This roadblock does exist on both the website and the app. Buyers are stopped with this message:
Buyers can pass that roadblock if they do not want to deal with the seller.
The neg you got for "haven't received item yet" should be eligible for removal if you can prove delivery with tracking.

This subject has come up from time to time for at least the past 20 years.
If eBay were to force this contact many believe that the "contact" would look like this.....
"hey seller, check your feedback in 5 minutes".
At least part of the problem is that when buyers contact a seller about an issue they are often not well received, many sellers do not know how to handle this type of issue with tact and the result is that the next time that buyer simply leaves a neg, they have no interest in getting into a fight with the seller.

"This is a no reply message"
Then why did you create the thread?

So the OP posted a "helpful hint" that he thinks will make eBay a better place and says it is no reply and that he does not monitor the replies.
Shall we take bets on whether we think he will come back just to read what everyone says? He wouldn't just post and then ignore it. I'll bet he is lurking in the background somewhere.

In the OP's case, I'm sure the resistant attitude of a factory sealed item being a bad item, NOT being their fault somehow, probably tells you that the seller just has a poor attitude. They aren't willing to accept they sold a faulty product (because even the manufacture makes bad stuff).
Honestly, from the little you see in their feedback, probably just another "GET OFF MY LAWN" seller. They are their own worst enemy and are clueless why buyers would rather just leave the feedback, rather than deal with a seller who wants to argue about everything.
