I subscribed a basic ebay store, I created listings after that. I should have much lower fvf on the portion of the sale over $2,500 per item if I was right. But even I sold an item over $2500, I still got same fvf. E.g., I sold 20 pieces of a cellphone, each unis is $250, I was charged $22.5 for the first 10 units, I was charged $22.5 for the rest of 10 units which is very weird. Anyone experienced same issues?

Were you selling a single lot of ten phones ?
Or were you selling ten phones to a single buyer?
The first would have a fee cap, but not the second.

Did you receive a single payment for all 20 phones?
What was the listing number?

The fee cap applies to each single listing.
for example, if you have a listing $3000, and you sold it, in this case fee cap will applies as following:
Fee for first $2500 will be $225, and fee for the portion $500 will be $11.75

I sold first 10 phones individually. Then I sold 10 phones to one buyer all together. So I wouldn't have fee cap for that?

The single listing is $5000. 20 phones and $250 per phone. I was charged 9% for all $5000. When I checked transaction details, it showed "Rate for $0.00 - $2,500.00" even I exceed $2500 fee cap.

Final Value Fees are calculated per item you sell.
So if you sell 1 cellphone or a 1000 cellphone, each phone you sell is 1 separate item.
In order to qualify for the discount you would need to sell (1 item for over $7,500.00).
