I am still on PayPal and haven't been forced to go with Managed Payments yet (I wish I never have to).
Recently I had a refund - buyer decided to cancel so I honoured refund, no problem I thought, since Ebay will refund me the final value fees and PayPal processing fees. Right? (Or so it was up till recently at least)..
Now I look into my PayPal account and I see the following:
1. You received the payment of $23.97. You payed $1.03 fee. (This was the original sale of $25.)
2. Refund sent to buyer. We sent $25 from your PayPal balance.
When the refund was complete I also received a message from Ebay saying this: You refunded $25 to the buyer for cancelling the order. We'll credit the variable portion of the final value fees to you. You can apply it toward listing more items to sell on ebay.

1. Has this changed? I thought the final value fees are refunded to my PayPal account. Wasn't this the case in the past? Now Ebay is holding on those credited final value fees and I can apply it towards "Listing fees" or does it go into any fees including final value fees?
2. Ebay saying they credit "variable portion of the final value fees". What does it mean, variable portion? Wouldn't EBay just credit all final value fees?
3. Since I am on PayPal, I assume the in case of a refund, the PayPal fees are still being credited back to my PayPal account. Right? (Because with eBay's Managed Payments, which is becoming mandatory, it's not the case, so when you get a refund, you will not get the payment processing fees credited at all).

No, Pay Pal quit refunding their fee's last year.
Your Ebay fee's will be refunded to your seller account.
Depending on when the refund was done, the credit will be on your next invoice.

Well that's nasty. I am sure Paypal announced it somewhere buried in their 20 page long Terms & Conditions. So if buyer places the order and 10 minutes later emails me asking me to cancel the order because:
1. buyer changed mind
2. buyer says wants pick up the items instead to have it shipped (and if I don't accept the request, the buyer says will not accept the shipping... which means the shipping goes back to me and I am going to be a total loss for the shipping costs)
In both scenarios I will lose the PayPal fees. Yes it's only 2.9% but that can be quite an amount for larger purchases.

Yes, PayPal doesn't refund their payment fee. eBay does refund the payment fee, minus 30¢, and the final value fee.
