Hello! Welcome to the community!
When an item sells, eBay automatically assesses its fees. It might be free to list an item, but eBay is not a free venue like Craig’s List, and all sold items are assessed these fees. It is usually 10% of the item cost and shipping that the seller must pay to eBay for the privilege of selling here.
In addition, Promoted listings pay an additional fee on top of the usual 10%. Below is a link outlining the fees associated with selling on eBay. It is important to familiarize oneself of the rules and costs when using the platform.

Everything that sales on eBay is charged a FVF.
The promoted listing fees are on top of the FVF.
Those are fees you agreed to when you started selling here and must be paid.

Why does Ebay take a percentage of shipping costs??? Thats ridiculous. What does shipping have to do with sales tax or the item cost, that should be a separate issue btwn the buyer and the seller. Unbelievable!

When some sellers try to cheat the system, we all end up paying the price. And so it went with shipping frauds.
eBay didn't always charge a Final Value Fee on shipping. When it didn't, some sellers were charging low item prices and super high shipping in an effort to avoid paying fees. For example, you might pay $2 for a high-end laptop with a $900 shipping charge. It sounds crazy now, but it was happening all over eBay.
To its credit, eBay did try another option first, making it a policy violation to overcharge for shipping. Unfortunately, that didn't work - it was simply impossible to monitor unless someone filed a complaint.
Finally, eBay started charging the FVF on the total cost to stop the cheaters from their illegal fee avoidance. It had the added benefit of evening things out for those who offer free shipping, who always had to pay the FVF on shipping since it was included in the selling price. Nowadays, most shoppers demand "free" shipping, so removing the obstacle of paying higher fees helps eBay - and its sellers - remain competitive with other venues.
Hope that helps!
