What is the Final Value Fee based on for shipping when you are shipping with eBay's Standard International Shipping for $18.00 but you also had offered Domestic Shipping for $10.60. Is it based on the $18.00 or the $10.60?
I have had the Final Value Fee applied both ways. This is to say, sometimes it is applied to the actual International Shipping Cost and sometimes it is applied to the cheaper Domestic Shipping cost.
Sometimes I have not determine what it is based on because the fee is less than either shipping option. On these it seems like a human may have manually calculated the price and not a computer.
We charge one final value fee when your item sells, and you don't have to worry about third-party payment processing fees. This fee is calculated as a percentage of the total amount of the sale, plus $0.30 per order.

If you're in China, Hong Kong, Indonesia, Israel, Japan, Macau, Malaysia, Philippines, Singapore, Taiwan, Thailand, or Vietnam and your item isn't located in the US, the total amount of the sale is always calculated based on the shipping option your buyer chooses.
An order is defined as any number of items purchased by the same buyer at checkout with the same shipping method.
If you need to refund the buyer or cancel the sale, you may be eligible for fee credits as per our fee credits policy.

The FVFs are based on the transaction's total... Item + s&h + taxes (where applicable). So it depends on which method is chosen by the buyer.
