eBay won't, but you can send the buyer a feedback revision request.

Send a feedback revision request to your buyer

You can only request a revision for feedback that is less than 30 days old. You can make 5 feedback revision requests per calendar year.

If the buyer does not revise the feedback, you could give a factual polite reply to the negative. Keep in mind that replies like that are really for future customers so you want to sound as if you are willing to work with buyers if a mistake has been made.

That feedback is not in violation.

The buyer was unhappy and left you negative feedback.

Just because you give the buyer a refund does not change the fact that he was unhappy with the item.

Otherwise anyone who receives negative feedback could just refund the buyer to have it removed.

You can ask the buyer to revise the feedback, but I don't think ebay will remove it.

This is Ebay's site.  They can do pretty much anything they want.  And yes they can and do remove feedback that breaks a policy.  The feedback left for you does not break any policy, so you would not have any success in getting Ebay to remove it.

That leaves you to negotiate with your buyer if you want it removed.  However, with a polite and professional response, you will be fine.  No name calling or pointing fingers.  Just be factual and humble.  This one negative is not likely to do you any harm whatsoever except to your emotions when you look at your fb and see it.  Very annoying for sure.  But it isn't likely to cause you any problem whatsoever and it doesn't affect your seller stats either.
