You have exceeded your current Feedback revision request limit.
Well that defeats the purpose of working things out with buyers. You would think eBay would want to have somethig to encourage sellers to work thing out with the buyers... Buyers sometimes don't read item description, or they write more into it thats their. I just think it is counter productive to limit a sellers ability to come to a good resolution....Even though i've refunded buyer after they left negitive feedback , and really don't like doing that even though half the time they are wrong or want something more. I think sellers are in a lose lose situation in a lot of cases. Like we get it from all ends. Terribly stressfull being a high volume seller on eBay. We are just trying to earn a living and make ends meet.
Final note on resolutions. When i am wrong i am wrong and i resolves issue no matter the cost to me, but thats me..

I think you only get five feedback revisions per year. I could be wrong, though.

That is correct.
Five revision requests are allowed for every 1000 Feedback ratings given.

I would not focus on trying to resolve issues through the feedback system. I would contact the buyer and ask how to resolve the problem first. Your latest neutral sounds like a good buyer you have dealt with before so they have some experience with you as a seller and you should be able to satisfy them based on your history.
The amount of feedback requests I think is 5 per 1000 feedback because they want you to provide buyers outstanding service the first time.
You have a lot of feedback and for you to have used up all your revision requests means you are having a lot more problems than buyers can see. If you were allowed to have unlimited revision requests that brings even less creditbility to the feedback system.
