I have been on Ebay nine years until this past February when I had a stroke. I was unable to ship one item and got negative feedback, the problem is that since it took me this long to recover (somewhat) I have been suspended. I was off so long that my feedback got greatly reduced and I am faced with only 5 feedbacks with one being negative. I am having trouble communicating with Ebay, and am unsure of what to do next.

Being on eBay for 9 years or 15 years makes no difference.
Just a thought...did this buyer of a negative feedback get a refund from you personally or eBay...or did you not inquire?...Did you not pay the eBay fee for selling this item?
I understand about your past sorry...but one has to owe up to paying what might have been due in the past.
Did refund come out of your 'available funds'...and ebay fee from selling item come out of 'available funds' or your banking account on file?...You need to check if buyer and eBay has been paid.
'suspended' for an amount of one dollar owed to someone...wouldn't surprise me.
Customer service is not the best resource here unfortunately.

@texastraders2015 There's nothing you can do about your present situation - eBay will not remove that feedback. However, anyone who looks at your feedback will see instantly that there was a problem that you tried to deal with, that you are actually a responsive seller. People are more interested in what a seller does to remedy something, really, than whatever mistake was made.
The way forward is simply the way forward. If you're able at this time, get started again, take it slow and be sure to ship everything pronto, cover your bases. Have a backup person who can help if you have trouble again - give them your password and some instructions.
As for the suspension - I can't answer that because I'm not sure why it happened - do you have the notification? What did it say?
