I have received a question through eBay communication from a prospective buyer. They want to know my minimum price for the item for purchase today. Before sending an offer I decided to look up their history on eBay. Their feedback seems to be all positive. But why, out of thousands of transactions by this individual, would only seven be purchases? The account does not show an association with an eBay store. Is it possible this is not legitimate?

The potential buyer is looking for a deal and cut right to the chase in asking for your lowest price you would go. Many sellers and buyers have multiple accounts and browse through listings and don't realize which account they are logged into when they make an offer or purchase an item. The account he contacted you through may be his seller account and that would account for not many purchases showing up. Many posters here have very few feedbacks because they use their poster account instead of a buyer or seller's account. The buyer is most likely looking to source your item for resale in this case.

The only type of feedback a buyer can receive is positive.
If the buyer was also a seller at some point you would see feedback from buyers. Sellers don’t always have a store.
You're a seller, you don’t have a store.

Anything is possible here. Maybe the prospective buyer wants you to send an offer instead of making an offer.

You only see seven purchases because the buyer only bought from seven sellers. Then there is also the chance that the buyer had purchased more than that but didn’t exchange feedback.
Personally I think you’re reading way to much into this. IMO.

"The buyer is most likely looking to source your item for resale in this case."
And you came to this conclusion because . . .?
Not saying you are wrong, just wanted to know how you determined that.

Because he made the request through his seller's account. Mary you only have 89 feedbacks? You prove my reasoning.

Yes, I prove your reasoning because you have no idea how many accounts I have and how much feedback I have on each of them.

That is correct, I don't think anything fishy is going on here other than a somewhat aggressive buy tactic.

All buyers have positive feedback and many of us don't have stores as sellers. You might want to read the feedback this person left for others if you're that apprehensive about this person. I would just tell that person that you're here to make money like most sellers, so the lowest price is not an option at this time. And thank them for their consideration.
Happy Selling.

You missed the point -- he hasn't sold thousands of items -- he only seems to buy. This buyer has literally thousands of feedback ratings -- but only seven sales. I don't know there is anything wrong with this but it is extremely odd, and I look into a prospective buyer's performance when he contacts me 'out of the blue' with a proposal.

I'm a little confused at this point. In your original post you said he only had seven purchases:
"But why, out of thousands of transactions by this individual, would only seven be purchases?"

Sounds like they mostly buy and once in a blue moon sell. Why is that an issue?
