Fee for Revising Listing Description?

Hi, 

I was wondering if anyone else encountered this. Anytime I go to revise a listing description on a current listing, no matter the time period or anything else, it tries to charge me a new listing fee (even if I change just one word in the listing description area). Is this an eBay glitch, or am I missing something? I currently have an Ebay story, and am out of free listings for the month, I don't know if this helps at all.

We've been told it is a cosmetic glitch, in that it is not actually invoiced to you.

But there have been reports in the last few days that now the charge is actually showing up on invoices.
