What about an eBay feature that lets sellers opt out of partial refunds. There could be a warning or statement that says "This seller is prevented from providing partial refunds. eBay's MBG will cover a full refund only" or something to that effect.
I think there is a small but growing population of savvy Partial Refund Scammers. They'll pay your price then when they receive it they'll try to say that you misrepresented it. Miffed, and steamed. Suddenly a small refund makes everything OK.
My policy is simple. Cash or stuff, not both. If you are unhappy, I will pay for return shipping. Refund you entirely including shipping. But I will not give out partial refunds.
Partial refund scammers are the worst. And chances are you've had one or two of them if you do any amount of selling. Why not make it so you can opt-out of partial refunds? Therefore when you're extorted (yes I know it's forbidden. It happens though), you can simply say that you've taken a one way ticket to be blocked of partial refunds.
I've never had a retail store give me a partial refund. I suppose there is a time or a place.. but in all instances that I've given them out... It's always to another savvy eBayer, usually who is also a seller, who just wants to get 10 or 20 bucks back on their purchase.

The feature you request already exists. Sellers can opt out of partial refunds here is now to do it. Write in msgs

This is the main reason that I have Free Shipping both ways. It has save me more than once. Good luck on your selling journey!

No it doesn't exist. That doesn't work although it sounds nice.
If a buyer insists on a partial refund, the extortion starts. Subtle threats of negative feedback. Accusations of dishonesty. Etc.
There needs to be a real one way feature to opt out. Not just words written in what looks like a form letter.

why? partial refunds have worked well for me when pull item from stock and find something like corner ding not in description, offer buyer a partial and they usually except and are quite happy I let them know and offered some money back. Partials have their benefit - all i'm saying.

You don't have to opt out of partial refunds, just don't give them.
