This is refer to the few incidents that I experienced through the past year. Some customers do bid for the auctions or send offers for the products which we have published. When the particular customer win the auction or when we accept the offer that they made few customers failure to do the payment.
Is there any method or facility to make the customer pay for the item or since we do not have a way to rate the customer from negative perspective.

sellers do have a way to rate non paying buyers with the cancel button after 96 hours
this puts the non payer on notice that they are a deadbeat
other sellers will block them from purchasing with two strikes against them
after a while the toads/customers will figure out what happened and by then its too late
if you want to strike back at the deadbeats then give them a strike or non payer strike with the cancel button after 96 hours

If the buyers/bidder does not pay after 4 days on day 5 you can cancel the order selected did not pay. The buyer/bidder gets an unpaid item strike 2 within 12 months gets that buyer/bidder blocked from making any purchases from hundreds of sellers. Put non payers in your blocked list.

If you're unaware of what to do with a non-paying bidder (which has now been explained here), may I humbly suggest that you re-read eBay's information for sellers. If you missed that rather important piece of information, then you may have missed others.

Stop using auction style listings. Fixed buy it now, immediate payment required checked off and NO best offers. You will get more serious buyers and sales.

No. eBay cannot force an auction buyer to pay for an item, and eBay can force a seller to ship an item.

Incidentally, on this ID for you, I see just one sale which was on January 27th.
That buyer had/has until today to pay. If that doesn't happen, you can cancel tomorrow, citing "buyer did not pay" as the reason.
