MY FIRST TIME HAVING A HOLD ON FUNDS.

SOUNDS LIKE A POTENTIAL MESSY AFFAIR

WHO DECIDES WHEN THE FUNDS ARE RELEASED

That would depend on the reason for the hold

1. High value item

2. New/casual seller

3. Problem with verification

4. Performance valuation...........

Since it's been awhile since you sold anything, you're treated as a new seller.

Lately, they have been holding funds for 30 days before they release them.

Don't forget to update your bank, SSN or ETIN information so that when you hit $600 gross (Sales+Shipping) this year they know where to send your 1099K that they will also send to the IRS!

The funds are released by whoever is holding said funds or a Judge orders them to be released.

When eBay marks the problem as solved, your money will be transferred from the FUNDS section to your account.

I have absolutely no idea what this means. There is no problem to be solved, the OP is having funds held because they are a new seller.
