Exemption From Fees For Scheduled Listings?

I have a Premium Store. Two people I know also sell on ebay, one with a Basic Store, and another without a store. 

 

They list auctions, selecting start times using the "Schedule to start on" option. Neither sees any evidence that they are being charged a $0.10 fee, but any way that I try to set up a listing, I am being assessed a $0.10 fee for that.

 

Are there settings that I could be applying that would waive that fee? We've compared extensively what invoices and interfaces are telling us and it really does seem I am being assessed this fee when they are not. I often list high volumes of single cards and this fee really cuts into that.

Non-store sellers do not pay a fee for using the Scheduler.  I am surprised to hear that a Basic store subscriber is using this option for free. Is she actually using it to launch the listings, or just to save them?

I talked to him and he says he preps the auctions on his phone with the pic, name, and start time, saves a draft, and then types the description on his computer later.

 

The irony for eBay is that I could list so many more auctions, 98% of which would sell, if they would just waive the fee for me on this. I often list 500-600 in a weekend all starting at $1 each and almost all of them get a bid. Eating $50-60 for convenience isn't worth it though.
