I ve got no restrictions on my account and have used eBay for years but I keep getting error page when trying to list an item 

ebay have not been able to solve

There are a lot of glitches on the site, but as you are in the UK it would be best if you posted your question there as the issues you are having may not be related to the issues here in the US.
