Enrolled in International Shipping but still asking me for a HS Tariff code

I am Enrolled in the eBay International Shipping Program, but my latest international order is asking me for a HS Tariff code. I've never had it ask for that before, why am I getting it now? I went to my settings and confirmed I'm enrolled. Also, the country it goes to is in the list of countries in the program. What am I missing?

The only thing I can say is why were HS codes not required from Day 1.

 

What was the item and what was the destination country?

It's a plastic dragon figure. The country is Lithuania.

Being in the International shipping program, it should be giving me the eBay hub address and not the final address. I guess I need to contact eBay because that part doesn't make sense either.

 I am seeing that this item may be subject to import charges I think you choose to use EISD and not EIS.

This is just a guess as EIS does charge buyers upfront for the service.

That is eBay International Shipping (EIS) showing in the screenshot, not EISD.  EIS does not always collect taxes and customs  ahead of time, only in some cases.  I'm not sure why the seller is seeing a Lithuania address instead of the hub in the listing

 

Just as an fyi, it is no longer an option to choose EISD when you are doing a listing. It will come up as the default label if the seller also offers a USPS international option but you will never see it on the listing itself.

 

 @thedecodish  I only see eBay international shipping on your listings but is it possible that you have another option that a buyer can choose such as first class international?  If you do and a buyer chose that, the label would default to eBay International Standard Delivery(EISD) which as the other poster pointed out, is different than EIS and would show the buyer's international address.
