Without knowing the exact wording of the Title and Description I can't say what the issue could be. Some specific word or words could be triggering the filters that eBay has regarding embargoed goods.
If you post the info maybe it will be obvious even though it might seem like innocents words to you (ie: the word "ivory" often triggers the filters).
The exact wording of the warning when you try is also helpful.
