This guy sells thousands of $ of items in a month, yet $105 is the best he can pay for a $135 item.

Apples & oranges - what he sells and his profit level have nothing to do with what he will pay.  Why are you even considering dealing with this person?  Ignore his offer and consider placing him on your Blocked Bidder List.

The person is on my BBL...has been for almost a year, yet he is still able to message me to make offers as he did here.

I do not deal with him. I do not respond to his messages. I haven't since I placed him on the BBL.
