I had a set of 4 expensive wheels and tires listed for quite a while on eBay, then someone bought them for a highly reduced price. I had always dreaded that day because I had a feeling that shipping them would be a major pain, but as it turned out, it was even worse. As the whole set was over the maximum shipping weight, each wheel would need to be shipped separately. I contacted eBay help about it and they said Ebay shipping had no provision for multiple packages for one sale, and I would need to ship through another shipping service. I ended up shipping with UPS through paypal which was comparable in cost to eBay Fedex shipping. The total shipping bill was $380.
So they were all delivered to the buyer on the same day which was good. But a couple days later I got a message that the buyer 'just didn't like them' and wanted to return. Really? I sent him a message outlining the return shipping cost and hopefully talking him out of the return, but no, he used the built in return shipping process. It charged him $50 and gave him ONE shipping label which he printed out 4 copies and attached to each wheel.
Of course the Fedex driver screwed up in not realizing that they all had the same tracking number, and he took them anyway. About a week later I get one wheel delivered which I had to sign for, and in the system, that signaled a completed return, and I was given 2 days to approve a refund. I filed an incomplete return with eBay because........ it was incomplete, and that extended the deadline a few more days. I got one more wheel a couple days later. Then I got a message from eBay that the issue had been decided in my favor.
Ok, great. But then I got the last two wheels about a week later. So I told eBay that the buyer should be refunded. Right thing to do, right? Well they did, but they kept their 13% fee and charged me that extra $300 on top of the original purchase price. So I am out not only the $380 shipping, but $300 on top of that. **bleep**? Is that ok? I did my part by the book, but they screwed me.

If I ever "dreaded" the day I was to ship something, I'd remove it from my listings.
And if I DID proceed with the listing, I'd make sure that I did due diligence investigating weight restrictions / limitations.
Sorry this happened to you... seems however to have been completely avoidable.
PS: it might be better to sell heavy items on FB marketplace to a local buyer.

It's half true. There's no way to do Calculated Shipping for multiple packages. You have to build your own rate table or just bake it into the price and do Free Shipping or Flat Rate Shipping and eat any difference. You can, however, add multiple tracking numbers to an order.
That said, I don't think there's any way for a return to use multiple shipping labels inherent in the process. You'd have to send multiple labels to the customer directly via messages, then I don't even know if it would let you enter all of those tracking numbers into the return case.
It's definitely something that can be worked around with proper preparation, but that doesn't mean eBay is set up for it. I would have listed the wheels as a single wheel with a quantity of four (without any combined shipping discount), personally, or just not tried to sell them here on eBay.

Doesn't sound right. eBay normally only keeps their fees if they have to force the seller to give a refund. Since you asked eBay to give the refund I wonder if that somehow was translated by eBay that you refuse to give a refund even though eBay had already found in you favor? You need to follow up with eBay and get someone to review the entire record of what happened.

I did that multiple times. I'd explain in detail what happened and the reply would come back as if they hadn't even read it.

Have you tried to communicate with eBay on their Facebook Account? Sometimes they have more knowledgeable people who are able to help. If that does not get you anywhere you may have to follow the legal route.

Several orders to the same buyer:
You can combine orders in to one package with one tracking number..
One order to the same buyer:
You can slit it up into several packages with a different tracking number for each package.

It wasn't that eBay shipping is highly flawed; you should have figured out all of this before you even listed the tires.
Put them on a scale, research shipping services, find out how you will package them.
This is something you should do before you ever list a single item. eBay has some limitations and shipping can be difficult, but you have to take some responsibility before you hit the submit button on a set of 4 tires.
