The policy EBay has adopted by letting individuals win auctions without paying is costing sellers listing fees, time and a loss of approximately 30% on the subsequent sale. Along with this detrimental effect to the seller, EBay does not permit the seller to leave any negative feedback on buyers who do not pay for the item, costing the Ebay selling community hundreds of millions of dollars collectively.

The eBay "policy" you refer (not paying) has been in effect since the day eBay opened the door.
I've been selling here since 1999 and I can assure you that sellers having the ability to leave negative feedback did ABSOLUTELY NOTHING to prevent or reduce non-paying bidders.
eBay did provide a way to avoid virtually all non-payers, it's called Fixed Price with Immediate Payment Required.
If you insist on sticking with Auctions you can at least block buyers who have 2 non-payment strikes in the past 12 months. Won't eliminate the issue 100% but it certainly will help.

ebay sees absolutely no detrimental affect to the seller, aside from time wasted. ebay places no value on your time. ZIPPO! Sellers have the means to recover fees, file UPIs, etc, etc. None of which can be considered "detrimental".
And, buyers realize this. Buyers can "win" an item for many reasons beyond just the thought of "yippee, i won". Many reasons that DO NOT include making payment. Think of advertising as one example; lower priced like items splashed all over your item someone just "won". Buyers are letting ebay do the work for them, pointing them to lower priced items.
And this is just one reason...

Funny that you complain about buyers not paying for items and following the rules when YOU are just as bad. Leaving negatively worded comments for buyers is a selling violation.
If the buyer does not pay, it is not a sale. It doesn't matter what the item sells for later. Once you get a paying buyer that's what it sells for.

Oh, and Ebay Motors sales are not binding. Due to the requirement for inspections and such.
Your feedback left will drive good buyers away.
