I do not know for sure, however, it does not make sense that they would be closed today.  May I suggest that you try the "Have eBay Call Me" option.  This option has always worked well for me in the past.

Yes, they will give you a time when they will call, say in ten minutes, and they are usually rather prompt as far as the promised time goes.
