Sellers who have a Store subscription get a quarterly coupon to use with that particular seller.

If you're talking about the coupon that eBay store subscribers get as a "perk" that can be redeemed for various eBay-branded shipping supplies, those coupons are issued quarterly.

New coupons are issued on the first day of each quarter (January 1, April 1, July 1, October 1).
Coupons must be used during the quarter for which they are issued. Coupons expire on the last date of the quarter and do not carry over.

Coupons are good for one-time use only and have no cash value which means any value left on your coupon after selecting your choice of shipping supplies is not refunded or held as a balance that can be used later.

If you're talking about free USPS shipping supplies, go to: https://store.usps.com/store/results/free-shipping-supplies/shipping-supplies/_/N-alnx4jZ7d0v8v These can be ordered any time and are not limited to one order a quarter.

No coupon for starter stores. The rest get coupons.

More fine print: Sellers must have a valid eBay registration and shipping address in the US. Not valid for shipping addresses in the US Protectorates, APO/FPO, and PO Boxes.

Note that these are only for Priority Mail and Flat Rate though and NOT for First Flass. Using them may mean higher shipping for your buyers when First Class may get the job done for less.
