Often I give combined shipping refunds to buyers when they buy multiple items. It appears that when I issue a partial refund that eBay takes the refund amount out of my payments but also keeps their original cut of the original sales price.
For example, if I sell an item for $10.00 including shipping, eBay takes about $1.30 from the sales total. But if I refund $2.00 to the buyer, eBay does not refund any of the $1.30 originally taken from me, whereas they should return about 12-13% (about $ .17) of that $2.00 back to me.
PayPal did not operate this way. Why does eBay get to keep the original percentage of the sales amount even when there is a partial refund?

If you are negotiating a partial refund, keep that charge in mind when making offers and counter-offers.

If you are giving a refund, for example if your buyer bought multiple items with "free" shipping and you can save shipping costs by packaging them together, your buyer will appreciate any discount on shipping cost, but you should be making allowances for fees to eBay and to Paypal in deciding how much the discount should be.
