Ebay invoice screen glitchy and flashing loading wheel

So this has been happening for along time now, i use Chrome,  and when i go to send a invoice, the screen glotches and flashes with the loading wheel,  making it impossible to include a postage method or even fill or further instructions. 

I have seen other posts about the issue from nearly a year ago..

It pretty much makes it impossible to add shipping.  there going to be a fix for this?

Does it behave that way every time, even after recent cookie / cache dumps and system re-starts?
