My customer was charged over $200. for four items shipped from the USA to Australia. All four went in one box that was 5 lbs. The customer was told by eBay that I should refund the difference. I did not receive payment for international shipping. Only for shipping domestically. I did refund the domestic shipping charge for three of them. This is a great way to loose buyers.

eIS (eBay International Shipping) is not currently set up for combined shipping @oldcavedog , but an eBay shipping team rep told us recently that's going to change before the end of the year. So look for an update on the Announcements board in the next few months.
In the meantime, work-arounds include:
Ask buyer if they want to cancel the purchases and you can create 1 listings with all the items they want bundled together on that listing. Then they will be assessed 1 combined shipping rate.
If you consistently rely on multiple-item purchases, you can change your listings to offer direct international shipping until eIS combined shipping comes into play.

When my buyers ask about combined International shipping, I offer to create a special listing with the combined items, and ship through EIS if they buy, I name the listing Special Offer for Buyer Name and provide them with a link when it is live.
