Ebay Take Promoted Listings

If you fall below standards ebay will take the option for you to promote your listings. I called ebay about this, asking if promoted listing option is there to get more views from buyers,  why take the promoted listing option to make it harder the get views, to sell a item. ebay support avoided answering the question, could not give me any reasons why, and just said keep listing items.  WOW!

I suspect that eBay restricts use of  the Promoted Listings option  for sellers with poor customer service ranking because they have shown poor customer service in the past.
