Hello, question. When opening an Ebay starter store is the 250 free fixed listings they give you on top of the 250 free fixed listings they give you even if you don't have a store? In other words is it 500 free listings a month or a bit of a trick and it's still 250?

You are limited to whatever your current monthly limits are.

You pay for a Store subscription every month whether you have listings or not.
So if you get 250 listings free, and have 249 items to list, there is no reason for a Store at all.
If you have 1000 items to list and your monthly cost is $25 for a Basic Store, each listing is costing you 2.5 cents every month it is listed.
And as already mentioned, you are still restricted as a New (or occasional) seller and you have a Hold of up to 30 days on your customer payments.

Once you open a store subscription @salandrei the 250 free insertions for non-store accounts will no longer apply.
A starter store gets you 250 free insertions. If you want more than that you can upgrade to basic store. Free insertions are not the only store benefits. Some people get a starter store because they want to run sales and promotions. Others do it because of reduced final value fees.

No you can only get 250 not 500. Plus any monthly seller limits will still be in play. Having a store won’t increase them.

The final value fees for Starter stores are the same as for non-stores in most (maybe all) categories:
