I suddenly started to see this abomination again on all items, including mine. What's going on, I thought they gave up this demented idea long time ago????

Yes, I see it on yours. I've even seen it on a few listings where there was nothing in the section for description but the See Full Item Description button. I need to find those again and see what their actual listings looked like because I didn't click the button at the time I saw it.
eBay put a cookie on your computer. Just clear your cache an cookies, and see if it goes away, or try a different browser.
I'd rather give birth to another baby than clear my cache and cookies every time eBay does something stupid like this.
When I clear Cache and Cookies then I have to reset all my gmail accounts, reset my complete TV schedule from TV Guide. re-set my various Facebook log-ins .... reset my online weather report, etc etc etc.
I did think I might just try deleting the Ebay cookies only and see if that clears it up but I'm still doing some research on this see full item description to see the various problems it is creating in different types of listings ...
@readabouthorses, wow. I never knew clearing Cache and Cookies would mean a person has to reset all those things. My computer guy sent me these instructions:
In Chrome -
1) Windows: Press Ctrl + Shift + Delete to open the "Clear Browsing Data" window
2) Select the beginning of time from the drop down box
3) Click Clear Browsing Data to clear your temporary Internet files
4) Close and reopen Chrome for the changes to take effect.
So, the other day when I was having trouble looking at some items I was interested in buying, the circle kept spinning and spinning so I followed the istructions above as I have done many times before and got back into eBay and was able to look at the things I was interested in and THAT is when I noticed the button on someone else's item where I had to press to read the entire description and prayed mine did not look like that but when I went to look I saw - it did change! And I was horrified!!
Then I decided to follow steps 1-4 above again - and voilà!!
Everything is back to normal.
For now.

Thanks to all who mentioned that clearing the Cache/Temp Int files/Cookies might have caused the problem and then doing it again might resolve the problem.

You shouldn't need to. This is elementary, basic, building block 101 UE/UX design. Tests should be performed in a sandbox, not a live site.
WHO does this help? WHY is there a test? WHAT are you looking for? HOW LONG is this planned for? WHEN will it be over? Will the holidays be a giant mess? My god, it's been eighteen years of abuse selling here ...

This is absolutely not a test. I just viewed my listings this morning and the Item Description click box is on all of them. My concern, reading thru comments here today, how will this affect possible returns due to minimal info and the buyer did not click that stupid button. AND you only get the full description when you DO click See Description. No pictures. And my biggest concern? Who authorized ebay to "edit" my full description and pull out what THEY think should be seen before clicking on See Item Description? I doubt a bot can do it? And another seller said what about key words that may be in the full description but not on the mini script?
If they propose that this new and not working for me dumber than dumb attempt to draw buyers to buy is now policy, my reply to buyers when they want to return will be: "You obviously didn't click on the Item Description to see the full actual measurements since you complain it doesn't fit. I wasn't responsible for the mini-script, so take it up with the ebay "editors."
Some one needs to tell me this is a permanent function. If it is? Then I need to include more sizing categories in Item specifics and use the Condition block (which buyers see first on the mini-script) to write more information that I, as the seller, not ebay editors, decides what goes in my Ad. But I was told years ago when they came up with the Condition block, you are not allowed to include any info in that block other than the "condition." I rarely comment here but been here a long time and when it affects all the time and brainstorming I do to write up an Ad, it really gets my goat on this. Was this really announced? Never saw it. By the way, I am also not doing well with this new not improved seller discussion format.

It's the "gibberish" part that appears above the 'button' that I find extremely annoying............ on my listings it shows a few words of the detailed description, then flows into showing Canadian sales tax rates................. I sell (or used to sell before this nonsense) many of my items to international buyers. There was enough problem before dealing with those whose 1st language is not English, but it was manageable. My international sales will shrink exponentially because of this stupidity.
Fewer sales = lower fees for eBay.................. doesn't anyone at eBay HQ understand this ??

It took 2 days after my note to Boards to suddenly NOT have the click box. And had nothing to do with cleaning out my cache which I do religiously anyway. I am now automatically including more script information into the Condition box like short cut measurements since that is the only script box the buyer sees before the infamous "Item Description" box to click. Am not taking any chances that this happens again. But, ya know, nothing selling anyway, minimal views, and we just keep trudging on here. And my note that Condition box only to be used for condition? So be it. We do what we gotta do to try and sell here. Am still concerned about who is providing the edits to our scripts?

We've gotten more information on this, and have updates for you now:
This is a test, specifically looking at extending the shortened description from the mobile version trialed last year to the desktop version of the site. Only certain buyers will see the test where the item description is one click away on the item page.
Most buyers are not included in this test and will not see the view. As all selling accounts are also considered buying accounts it's a view many sellers will see as well.
The expected run of this test is several weeks, after which it will end and views will be reverted.
We've been specifically told this is not a herald of things to come, but it's a view that is being tested to see if it improves overall conversion for sellers, improve the buying experience, etc. If a test demonstrates measurable adverse impact across the board it is discontinued.
As we hear more information, we'll keep you updated!

I would still like to know, unless I am stupid, who or what is responsible for the short-cut seller/owner script editing the buyer reads prior to clicking on full script box? And...is it "illegal" or not allowed to put data other than item condition in the condition box since that is the only script they see? I don't need to have ebay close down my Ads due to adding info to Item Condition. I am probably opening a can of worms, but don't need the ebay slap. And no one has answered here if a buyer only reads the ebay edited short script and buyer does not click on full script box which usually has the overall measurements, etc., what is seller liability if the buyer has obviously not read the entire script and demands a return? Do we need to put a disclaimer in our Ads about this? Thanks.

Please add me to the list of those sellers that are not pleased with this.
We are encouraged by eBay to provide a well defined description of the items that we are selling.
As others have stated, the shortened, chopped up, gibberish, key details missing version of the description displayed in these instances many times does not provide the buyer with the description that they need to make an informed decision about the product that they will be getting. It arrives, can not be used as they desire, SAND return case is opened, seller takes an undeserved loss.
Buyer is not happy, seller is not happy, eBay is not happy. Stop it. Did not work in 2015. Does not work now.

WHY is eBay hell bent on changing the desktop site to be the truncated versions we see on mobile?

I noticed today this started happening to our listings, too. I use a desktop computer with Microsoft Edge, cleaned out the browsing data and did a restart, but it's still there. I also noticed the same description format when I did an Item Search, so it's there on all listings I see, not just ours. The Item Search also appears to be running so much slower all of a sudden.
I agree with others that this appears to buyers that we did not properly describe our items, because the software now grabs data from our full data description that it "thinks" is enough to show in a preview, but it makes it seem like a 2 year old wrote it. Also, our eBay Store marketing data is missing in the listings, such as Store Categories and the Store Header info.
eBay's format hasn't really changed that much in nearly 15 years, so I don't understand the advantage of this.

You are correct its for mobile phones, and will be here for ever, as ebay think they will get more sales with it as phone purchases are up, so us on computer's can just swallow it, im just about to cancel my shop as sales are really down since button came along
