8 oz First Class package to zone 7
eBay said they would charge $3.65 for the label.
I got a return label from stamps.com for $3.49 instead.

They seem to add surcharges to whatever they can, whenever they can. eBay continues to think that cost is no object when it comes to sellers providing customer service to buyers, but refuses to meet their own standards when it comes to customer service for their customers. (That would be the sellers!!!!!!!) I no longer have any respect or loyalty for eBay or their business practices.

I was under the opposite impression - that the return labels cost the same or, sometimes, for priority mail, less. Never more than the original label.

Return label through eBay are suppose to be the same cost or less than the out going shipping label cost. It is possible your buyers zone to your zone has a different cost than your zone to your buyers zone?
If there is a surcharge it should show on your fees page if it was purchased on eBay.

No, it doesn't work that way. The Zone is the same in both directions. Also, $3.65 isn't the price for First Class package for any weight or zone.

If I have time next week I will look at a couple of past return labels purchased through eBay to see if the rates match the Comm Base rates. Usually I purchase return labels elsewhere, but there are a few purchased on eBay and I'll see if I can dig up the corresponding invoices.
