Well you cant completely shut them off but can change the option to a daily, weekly or monthly digest.
Go to My ebay, then 3rd tab - Account, then on left - Communtion Preferences.
It brings you to the page where you can turn on and off all kinds of notifications if the system allows it. As stated some only have option to a "digest" option.
