So we don't ship to Sweden for the reason that this country has a significant return rate due to their local policies in that everyone must pay customs tax on all parcels. I blocked this country in my eBay settings a long time ago, but for some reason orders from Sweden have continued to come through in droves. I also blocked Brazil as this country has an extremely high loss/late rate, but these orders also still come through.
Since we don't ship to these locations, and the blocking on eBay doesn't seem to work, i've been refunding any orders with a Swedish or Brazilian address as soon as I received them with a sorry message. I didn't realize up until now that this was actually cause my account to have a massive number of defects, and now my global seller rating is suddenly below average after this months review.
Am I likely to be able to have these defects removed due to a eBay bug, and have my Top Rated seller rating restored? Having a below standard rating seems to have caused my listings to drop off all search rankings...
I've also had a few buyers request via an eBay message a refund because they changed their mind and wanted to order a different item of ours. So I just refunded those too. Not realizing that I need to make the buyer open a cancel request. It seems that these also cause a defect to occurr.

What reason were you using when you canceled those orders?
If you use problem with buyers address or buyer requested, you shouldn't get a defect.

Hmm...I refunded directly via PayPal, not through the eBay interface.
I don't think there is a way to refund directly via eBay unless the customer requests it? Not that i've found anyway.

Yes, that is correct. When you cancel the sale on ebay, the buyer is refunded automatically.
I would call ebay to see if they will remove any defects. When the international buyers from the blocked countries got thru, you could have cancelled using “problem with the address” as the reason. And those buyers who requested the cancel, use “buyer requested” as the reason. Since these two reasons do not earn a defect, you might be able to argue you had these two valid reasons to cancel. They might remove some if not all. It is worth a shot. Good luck!
PS- be sure to read up on all the policies and procedures, including the Seller Updates, to avoid these kinds of missteps in the future.

It would definatly be in your best interest to get these defects removed if possible and to find out how these buyers are getting past your block.

Are the cancel options still active on the listings you refunded. If you can still cancel, your FVFs should be refunded and defects removed. Just a thought.
