Long story short - an item I shipped to a buyer ended up breaking during the transport and I refunded them their money back, but I still have a fee from that item that was sold - How do I dispute the fee? If that's possible. I remember there being an option for it a while back, but I can't find it.
Edit: I haven't paid the fee yet either.

If the buyer filed a not as described/broken case, the fees would have been credited once you refunded the buyer. Was there a case opened at all? If not, I suppose you could cancel using the buyer requested option. That would refund your fees. I'm assuming that you refunded from the original transaction. If not, this could be a problem.

I'm sorry, I just realized that it was deducted from my fees. 😑
Thank you ❤️

You also lost the Paypal fees.
You did the right thing by your customer, but got caught in the details.
Do go for the "cancelled at buyer request". It puts the transaction on record and should get your eBay fees back if nothing else.

My understanding is that if an item breaks due to carrier mishandling then the carrier is responsible and not Ebay. And if the item broke with no sign of obvious damage to the box then the fault lies with the seller for not packaging properly and again, not the responsibility of Ebay. As for canceling, that occurs before shipment and if it is by buyer request then fees can be reversed.
