Dishonest Buyer starts return stating defective when not

I sold a prepaid smartphone.  The ad stated that it was locked and carrier was total wireless.  I get an e-mail from seller that phone would not activate.  I told them that they would have to buy a card or plan to activate.  They e-mailed back that phone was not unlocked.  I stated no that it was not.  They asked for $30 to fix it so that they could use it.  When I did not give them the $30, they opened a return stating defective.  I don't feel like I should have to refund them anything.  I would be out shipping both ways.  If I wait and let Ebay decide I feel like they will just go with the buyer and I will not even get my final value fees back plus be out shipping.  On top of that I don't know what condition my phone will be returned in.  I am so tired of dishonest buyers.

Phones and tech are high scam items on eBay.  I can't say with totality that the buyer is dishonest.  Generally most buyers don't read the listing fully.  Can't say.

 

No partial refund, buyer returns for full refund IMO.

 

Sorry, just have to suck up the return fees.
