I sold as baseball cap, pre owned in very good condition for $39, it looked unused. I just got this message from the buyer..."Thank you I just received the hat and it’s great. It has an issue. The Velcro back has come apart see picture. Please let me know how to proceed" . He sent me one tiny photo of the back strap that is falling apart. The hat had no issues and you can even see in my photos that there was no damage. I have a close up of the strap. I asked for more photos with the surrounding area. I thought I might offer him a partial refund because that seems like what he is insinuating. If I just ask him to return for a full refund, I'm going to get back a damaged hat. Seems like I lose either way.

The end of the strap looks like it was chewed on, I don't even think it's the same hat. I'm waiting for more photos. So far I have not heard anything.

I just did a little more checking. The hat was delivered to the buyers house at 2:55 pm. He messaged me at 3pm. So, in 5 minutes, he opened the box, wrote a message and took a photo and sent the message? I guess it's possible?

Just tell them to return for refund. If they're partial fishing, they won't return it. If the return is legit, they'll return it. If they're scamming, your item is as good as gone by now anyways.

This just screams of a buyer wanting to get a little "discount" via the 'ol "complain about some small damage, but make it sound devastating, for effect"....we've all been served such requests numerous times. I have found that when you stand your ground, ask him to return for a full refund, you usually don't hear another word from them. Indeed, you may have already taken care of it by asking for more detailed photos...he knows you are not a wimpy cave-in kind of seller. I know that lots of sellers think you should just partial, and be done with it, but really, each time we do that we are training these buyers to pull this stunt with everything they purchase...I find it most distasteful! My vote on is having seller return hat, then refund if you find that it's the hat you mailed to him.
If you confirm its your hat, repair and resell.
However since you have ask for more pictures of the damage, wait for that first. If it came part when re-adjusted it should be not be looking chewed up.

Personally, I would tell him to make a return request using the not as described reason and send him a return label. Frankly, partials are something I rarely, if ever, want to deal with.

Perhaps.
But look at it in another way. From a customer’s view it’s petty and a number of other negative attributes not to offer a REALISTIC partial when there’s a problem but the item is still good enough to keep.
They wanted the item, took time searching for it, put some effort into buying it, waited for it to arrive, had plans for how to use it and were invested in all ways.
Only for there to be an issue - it’s disappointing.
And if it’s a bad, boneheaded, possibly lying intentional issue (in the eyes of a now disappointed AND suspicious buyer), they are rolling their eyes and possibly ANGRY when the seller expects them to go through the hassle of letting go of it and shipping it back - all because they won’t refund a few bucks so the item price now reflects the item’s true worth or the cost of actual repairs.
I know I sound like EBay, but it creates a poor buying experience and it’s annoying AF.
I am one of those buyers who would rather work out a stain or repair a zipper, barge glue a shoe, pay a jeweler to fix the clasp, keep 5 cute mid century bar glasses when the 6th is chipped, etc.
I may still want whatever it is but it’s essentially SNAD and not the item that was described, so it isn’t worth the original price.
That’s what most buyers are thinking; they aren’t out to “get” sellers.

Not sure how you can say that - there’s been much discussion already about visible loose threads in your pictures, plus I and several others have told you thread rots and becomes unstable/tears with any pressure.
But I’d want more pictures than your buyer provided.
