I was away from my computer for a few days & missed that someone made an offer on one of my listings. Is there a way to find that person and ask them to re-issue the offer?

IF you are willing to accept the lower price just drop your BIN price to that lower price the buyer originally offered.
If a potential buyer made an offer for the lower price surely someone else will be willing to buy at that lower price.

If you had " Make Offer' on that listing and they made an offer you should be able to Manage Offers on that listing and view buyer ID, no?

When you're selling on ebay you should never "be away from your computer for a few days". You should check at least once a day. What if you sold something that needed to be shipped out?

For some reason "Manage Offers" does not show any received or sent offers, and hasn't for a while. I used to be able to see all offers sent and received at a glance there, with the buyer and the price sent/received. Now there is no way (that I know of) to see who or what price was sent to a potential buyer, which can cause confusion. (Maybe I am missing something?)

Why not add the app to your phone home page and enable badge notifications?
That way you don't have to fire up the desktop to stay current.

Selling on line is a 7/24/365 and every 4 yr a 366 activity for both buyers and sellers many are in different time zones and in some places it is already the next day (re. International date line - out west of Hawaii). Sellers need to check out their activity at least once a day. If you are going to be a way for an extended period put your account on Vacation/Away mode.
Wouldn't worry about this lost opportunity. If one has to wait over 3 days for a seller to reply - several things could and/or would happen - 1.) they bought the item from another seller 2.) decided to pass on your listing due to lack of a sense of urgency 3.) they might consider buying from you but a "mite" is a very small insect. Live and learn

When I was away from home would log on to a PC somewhere to see what was going on w/eBay stuff - at a motel/hotel they have business centers for guests or at friends or family they most usually have a home PC ask to borrow, last choice access my smarter than me phone and muddle my fingers across that screen and open the eBay app and cuss a lot when I hit the wrong place on that screen. A long shot go to a local library

This is true.
@jq927 go to ebay messages and click on "From eBay", you will find messages eBay sent with offers from buyers.
The message will show the buyer name with an active link to their account and there you can select "Contact" to be able to send the buyer a message.
You can change the price of the item and let the buyer know and they can use Buy It Now.
