Sorry in advance for posting this on 2 boards, It has been on the "shipping" board, with no help, and, I do not think its gets as much exposure as this board.
But, the order is just sitting here waiting for me to take action, and, I honestly have no idea what to do, as, I do not want to take the risk associated with shipping cost for international, and, that is why I quit doing so years ago before EIS came along.

I quit all international shipping along time ago(way to long ago to remember). It was not until eBay came along with EIS that I enrolled and started shipping internationally again (only EIS through the US Hubs) if I recall, they had a checklist of what I had to do and could not do before accepting the invite (ONLY through EIS).
Anyway, the enrollment was successful, and, I have shipped several packages EIS. It has been what seems like a couple years+ like this.
Today, not only did I receive 2 orders from 1 customer with a address going directly to Poland requesting a invoice(No payment made), but, each item also exceed the EIS dimensions allowed. (they do NOT exceed the dimensions allowed of 106" to ship to Poland, just the 84" through EIS). "I mean EACH item on its own exceeds this, not combined, if combined they exceed even being shipped"
Is this an error or did something change to the EIS program that needs updated on my end ?

Called eBay.
When EIS sees an issue with the package not qualifying, and, if I accept EIS as my only and default international shipping method it then automatically overrides my eBay settings and allows the customer
to purchase with their regular address.
The only "work around" (Yes, that is exactly what the rep said) is to Exclude each Location when the item is listed on the listing page.

Can you provide the item numbers for your listings? The listings I checked all had EIS set up as the only international shipping option, so if the customer's shipping address is in Poland, they shouldn't have any option for direct shipping. It's always possible something was different on those listings, though.

I'm in Canada, and with my shipping location set to Canada when I view listings on .com, it's easy for me to see whether eBay International Shipping has been applied to your listings or not.
One of your recently purchased Honda Civic floor mats does not have eIS applied to it, but I can still see it with the a note in the shipping section of the listing that you "may" not ship to Canada and to contact you for details.
Your Polish buyer is likely requesting an invoice because they purchased this item (I'm assuming), but they need a shipping quote from you in order to pay for it.
I'm not sure what the second item in question is, though. Is it the other Civic floor mat that does have eIS applied to it?

Yes, those are both of the items(they are actually seat parts. (the Civic seat backrest ), but, I can see where they could look like floor mats in the picture. Neither one of them in the invoice request have any EIS addresses, it a straight Poland address.
I canceled all of my international shipping 4-5 years ago, it was not until eBay came along with the EIS, that I opted in(a couple years ago). I did not, and, have not edited anything since that time 2+ years ago or so. It was all done through eBay "automatically" with my understanding it all had to go EIS. I have not had anything like this happen since I enrolled, and, have had several EIS shipments.
Oh, and, both items exceed the dimensions allowed for EIS as well.

Cancel order with "problem with buyer's shipping address."
However if it isn't paid for then it shouldn't even be at the point where you have to cancel it
In any case block the buyer after another few days and wait a few weeks before relisting the parts.
