Delivery issue

I was selling a digital item, buyer received everything he bought so I went to the eBay app and selected “mark as shipped” but it still didn’t say delivered and my payouts have been on hold since. Any way to get it to say delivered?

No. You have to ship a physical item with tracking to confirm delivery.

eBay requires sellers to prove delivery. A tracking number from the carrier would show delivery. 
With local pickup items, the buyer shows the QR code eBay sent them and the seller shares the QR code information back to eBay and that counts as confirmation of delivery. 

eBay doesn’t allow digital items to be sold here. It must be a physical item. You have no seller protection in this case as you have no way to prove you sent the buyer their purchase. 

At any time, the buyer could open a case for item not received. Without proof of delivery, eBay would refund your buyer out of your checking account.

Local pick up would mean your buyer meets you in person at a designated place, you give the item to the buyer the buyer gives you a QR code. This is for physical items not virtual.
Do you have the legal rights to sell the digital item? eBay may ask you for proof of ownership or written permission to sell by the intellectual rights holder of the items you are selling in order to release your funds. 
According to Roblox TOS sale of their virtual items on other platforms is prohibited.

No, local pick up is not allowed on digital items.

Your funds will probably be held for 30 days, if the buyer doesn't file for a refund.

Funny how you provide terms for your listing that you expect buyers to abide by ... yet you violate the terms with Roblox AND ebay.

Ebay terms override any of your terms .

Roblox will catch on and shut down your account and the buyer's account.
