I have tried to sell a user and amp that I have never used the box is open but not used and we were in contact but he asked if I could add a 300 dollar apple gift card and he said he will send the money for it and extra for gas money so I accepted and said I would do it but I realized I couldn’t go get it bc eBay has pended the transfer of the money bc of security reasons and I would have to purchase the card first then email eBay again so they could release the transaction. So I told the customer I couldn’t do it and I didn’t wnat to sell it anymore and I cancelled the transaction. Well he got mad and said he contacted the eBay authorities and I got an email saying the police at arranging my arrest in a few hours. is this a fake report or is this real because i was in no way shap or form trying to scam him out of 400 dollars basically. So really my question is will he get his money back since I canceled the transaction after he sent it because I have no money in either my eBay or my bank account.

Its a scam. Block the buyer. Report the buyer to ebay for threats/abuse/trying to scam you.

It's all a scam.
They never paid anything so there's no money to give back.
No, you won't be arrested because you won't sell to them, they are just trying to scare you.

The credit card is very likely to be stolen.
Contact eBay through social media and explain what happened. Your post is very clear.
The phone reps have a terrible reputation for getting you off the phone as soon as possible even if that mean giving you the advice you want to hear instead of the advice you need to have.

The social media Chat accounts are covered by trained eBay employees with some authority.
And you get a transcript so you can compare what you heard with what you were told.

- You never got paid, the email saying your money was pending is a fake
- There is no way to add a gift card to a purchase on eBay
- There is no law enforcement or police report, the email was a fake
- He will not get any money back because he never paid you, it's all a big scam
Just move on, and list with immediate payment required and this won't happen again. (You could still get scammed, but not by some rank ameteur.)

Oh the creativity of these thieves these days still can amaze me sometimes.
You got so lucky. This buyer was just going to continue to try and take advantage of you. Get as much product out of you as they could for nothing. If they pay you, it will change quickly after they receive the item. They would say something was wrong and want a full or partial refund but they don't want to return the time. And new sellers will often fall for that.
Ebay would never require a seller to issue a full refund without getting the items back. But then this buyer would like just send you a box of rocks.
Then there is that gift card. Since that was NOT part of the Ebay transaction, that would have just been a total loss to you. Ebay would not be able to help you recover it.
I hope you will never do this again. Don't add anything to the purchase after the fact. If you add something, then add it to the listing before the buyer purchases if you get the opportunity. But buyers have NO RIGHT on this site to ask you to include something that was not in the listing at the time they purchased it.
Remember to NEVER take any correspondence off Ebay either, no matter what a buyer might tell you. Keep EVERYTHING inside of Ebay. That is for your protection and that of the buyer's too.
As for the police report. That is just them trying to bully you into doing what they want. What the heck are they going to tell the police. We want you to arrest this person because we were trying to rip them off and they wouldn't let us. They have nothing to stand on and you've got all the evidence to show it was them that were not acting in good faith.
You will be FINE. The Police are NOT coming.

That person is just mad because you caught on to their scam attempt. Most likely they've been suspended before and just opened another account to try to scam again. Don't even entertain it. Tagging on with others... SCAM. Report this person and then block them.
Honestly, your item is not auction worthy. It is not rare, hard to find or what ever else. You know the price you want. Fixed price, Buy it now, immediate payment required and NO best offers. Protect yourself as a new seller because as long as you continue to list auction style, these types are not going to go away.

Many congratulations on not falling for it!
This common scam, which we have been hearing about on this forum for years, is downright laughable -- except for the fact that it scared the dickens out of you.
Every bit of advice you have gained so far from seasoned sellers on this post is right on the money. The only thing I would add is that you should read down a few hundred posts here to make you aware of the common scams against new sellers like yourself.
