I sent a package to my customer and now she is issuing a refund stating parts missing , not as describe. When I contacted her she says package came in empty. She sent me pictures of the envelope. Saying it was empty .Do I have to give her a refund ?!

Unfortunately, yes, you do have to give her a refund.
I would put her on my blocked bidder list as well as there is a chance this is a scam but we have no way of proving it.

I purchased a golf shaft once through GSP. What I got when it arrived was the plastic part, 8"x10," of the address that was wrapped around the box. It got ripped off because of poor tape. GSP refunded me after I sent a photo. So things can happen.

Unfortunately yes. If she filed a NAD case you will need to refund. If you do not they may ask eBay to step in after 5 days and eBay will unilaterally refund the buyer. What you can do is ask the buyer to retain the package and let the know you are filing a report with USPS and that USPS may want them to bring the envelope into their local post office for examination. Tampering with federal mail or mail theft is a federal crime.
File the report with USPS. They are not expedient in their investigation process but they do investigate
