Cross promoting listings

What's the latest on cross-promoting listings? Is is okay to provide a link to an eBay listing within another eBay listing's description? I've been unable to find an update since a similar question was posted in July, in reference to active content.

For example, there are several china patterns for which I have multiple pieces available. Would it be legal to post a link to the other same-pattern listings, using a link like this:    

ebay.com/itm/263239448870

It isn't a live link (active content), but will work when copied/pasted into the browser address line.

As far as I know you can still have an active link as long as it's https, has the _blank attribute to open in a new tab or window and most important of course links to an eBay page.

Links to other ebay listings or pages are allowed. Here is the new policy below.
