Just sold a coupon and buyer request for codes so she can use online. I was going to send her a photo of codes but is that "safe"? Just want to be certain before doing so. Thanks.

Have you read the Terms printed on the coupon? Are you permitted to sell it? Or are there phrases like 'non transferrable', 'may not be sold', etc.?

How will you prove delivery via online viewable tracking if you email her the codes/picture of the coupons & she files an INR? How will you provide proof of shipment if she files an unauthorized use chargeback?

I would attach the pics via ebay message. Wouldn't that be proof of delivery?

See the problem is that you are coming up with a logical solution, that would actually make sense.
Unfortunately, that's not what sellers need to do here to survive.
What we need to here to survive is to adhere to ebay's bizarre and often out-dated policies, and then on top of that have to get lucky that we aren't being targeted for a scam.

What can happen. May not.
$2.66 to send a $2.75 sale with tracking.
PayPay fee.
eBay FVF.
Buyer claims not as described( after they use the coupon)
You refund. You are out your coupon, and $2.66 shipping.(eBay FVF refunded)
Refuse to refund. You are out $2.66, eBay will refund for you out of your pocket, and you do not recover FVF.
Mail the coupon in a envelope for 50 cents. Buyer opens INR case. See above.
If you have an honest buyer you are golden sending the codes. If they are not honest you are in a lose/lose situation.

Okay so no matter what I do there's a chance I'd lose out. I'll take my chances since it's not much anyways since I would have used a stamp & envelope with no proof of delivery anyway. Honestly, I've sold these coupons a number times in the past with no problems. I have to wonder why I do since it's barely any profit, lol. Seems rediculous when I think about me and all the others who do the same.

That's it. It can go well. It can be an epic failure.
It all depends upon your buyer. Most people are great buyers, but cheating others is the way some people live.
Over 50 years ago grandma told me that "not everyone is as honest as you, and I".
It's hard to sell $2-$3-$4 items. Sometimes bundling them gets you up to where adding tracking does not put you at a loss, but with things like coupons, and gift cards scammers know all the avenues to get their way.
With a coupon that expires soon I can see where the buyer would like it as soon as possible.

Well I sent a photo of the coupon codes and buyer left me positive fb commenting on fast shipping. Thankful for another honest buyer

You won’t know that they are actually an honest buyer until you pass the 180 day mark without an PayPal dispute.
