Over the past year or so I have had a huge influx of people buying an item from me and then putting in a cancellation request within a few seconds. Some times its multiple low-dollar items ALL with cancellation requests. And almost every time it is from either a new user, or a user with low or zero feedback.
I have been trying to figure it out and have a couple of concerns.
First, since my account is set up to automatically give positive feedback upon payment, it could be a way for them to build up their feedback.
Second, as part of their fee structure, eBay charges a 30 cent transaction fee for every sale. This fee is NOT refundable even with returns or cancellations.
So as an example, yesterday someone bought multiple items for 6.95 each. They didn't add to cart and make one purchase. They purchased them all separately which was odd because the listing offers quantity discount. Within seconds they requested cancellations for each purchase. I obviously complied. But the end result is that this buyer now has multiple positive feedbacks and ebay still has my money (30 cents per item). How many times do you think this happens across all of eBay each year. eBay is making a nice chunk of change from cancellations.
It is my opinion that when someone cancels a transaction within a short time frame, the feedback should be removed and the 30 cent fee should not be charged. In the case of the immediate cancellation, what are we paying for?

Ahhh the problem is this part of ye topic:

Stop leaving feedback until the item is shipped.
You are being used to pad the feedback of these users.

Stop leaving FB at payment.
And no the $.30 should not be refunded BUT the buyer should be refunded less the $.30
The $.30 is a payment process fee and the payment was processed.
Since the buyer canceled they should be refunded minus that fee BUT eBay doesnt want to annoy the buyer, so eBay makes the seller eat it.
