Concerned about possible chargeback scammer

I'm very concerned I'm being scammed by a buyer right now and I looking for other people's input on the situation. While I would love to simply give you specific usernames for this, I'm not going to just in case I'm being paranoid...

Yesterday I had this buyer in a foreign country message me requesting that I lower the price on an expensive electronics item so they could buy it "right away". I don't sell or ship outside USA so I ignored the message but I did slightly lower the price of the item anyway simply because it had been listed a while. The same buyer then sent another message today saying that they can only pay this certain amount of money and asked about lowering price again so they should buy the item. A short time later they purchased the item anyway and sent me a very long message about using a family member's credit card with their permission since I did not lower the price enough. The buyer wants me to ship the item to his family member's USA address "ASAP" since the buyer is coming to the USA for a trip and needs the item for their work trip. The buyer has made a point of wanting me to ships "ASAP" and said they are willing to PayPal me more money for expedited shipping since I only offer free standard shipping on all my items. The buyer has a low feedback count but does have a 100% feedback score, however the last feedback he left for another seller was accusing that seller of a scam and the seller replied that this buyer "Filed a chargeback instantly rather than use ebays return / dispute platform." I never heard of this chargeback scam thing till today when I Googled it after seeing this feedback from another seller about this buyer.

Anyone have any thoughts? Am I just being paranoid?

Cancel order as “problem with buyer’s address” and put them on the blocked list.

All buyers have 100% feedback.

Sounds a little scammy.

I'd cancel the order and block the buyer.

You do not ship outside the US.  Why would you not state that originally to this buyer?

If he was able to purchase anyway, was he using a freight forwarder?

All buyers have all positive FB.  They cannot have anything else.

At this stage of the game, follow the directions given by the other responder -- cancel with reason "don't ship to buyer's address".

They are allowed to buy from outside the US, even if you blocks on & ship to the USA.   So they didn't break any rules.   What is the shipping address like?  Don't put it here, you're not allowed to ID buyers or addresses, etc.  But does it seem like a home address or a warehouse on a coast?  Does the address have a big long string of numbers/letters?   


I'm wondering if they are having you ship to a fwding service.  Which is also not against the rules, but I tend to go with my gut on these & I would likely cancel.

He used a valid USA shipping address to buy the item. According to his last message the address is a family member. He has told me he is coming in from Brazil on a business trip and will be staying at this USA address with family for the month.

I use the shipping exclusion in selling to exclude all countries outside USA.

The address used is a residential home. I looked on google maps.

Oof, that's a tough one.   There's no way to block against it happening.  

 

Any buyer can always file a chargeback.  In other words, it's always a risk.   Beware that you will also be charged an additional fee b/c the buyer is non-US.   IDK what I'd do except to say that I'd go with my gut on the situation.
