Anything's possible. I'm running Chrome on a Windows 10 box, and whenever Chrome wants to update to a newer release (as signified by a little nag popup in the upper right corner), I notice a definite slowness in how the current release is running, which goes away once I restart the browser.
As for Windows itself, yesterday was Patch Tuesday (second Tuesday of each month), when Microsoft releases its most significant updates and fixes for the month, so it's possible that something you were seeing was addressed in the latest update.
