Another seller is using text/artwork in their photos - a violation of ebay policy on photos.
This is giving an unfair competitive advantage.
Any suggestions?

Not a matter of hurting someone. This is business not friendship.
Widen your scope. Not playing by the rules hurts other sellers.

I reported them. I don't think anything will come of it but it has been less than 24 hours since the report so maybe it will happen in time.
The seller makes the ebay listings look like a bazaar, like walking through Times Square - all the lights and text flashing as you stroll the streets.

Personally, I find the window dressing that some seller use in their listings a bit annoying. I just want to get accurate (in pics & photos), concise and easy to understand info on the product I'm interested in.
I would think that eBay's robots would readily detect such policy violations - have had eBay send me a nice nasty gram that something needs to be fixed a time or two.

One more thing in the 70 - 80s used to enjoy walking down State Street in Chicago an view all the Christmas window displays at Marshall Fields, Macy's & Carson Pirie Scott plus the Marshall Field clock - but I never bought anything from them.

As a seller, I prefer a more equal platform for all sellers here as well. Unfortunately, that isn't going to happen no matter how many sellers you report. This is not the same eBay it once was where all sellers actually were treated equally. Those days are gone.
I still wish you the best here on eBay and I really mean that too. We all need to stand up for each other and maybe one day we'll be able to make a difference here. So far, we have not figured out how to do that yet. We are too tired trying to make our stores productive again to stand together on any issue worth pursuing.
Ok I am sorry for snapping. You are right. I am just really burned up.

In our PC world this might be viewed as discrimination from here
i grew up in a world when some called me one of thiunique names that was reflected on my 50% Italian heritage I just laughed or returned a similar statement and we moved on. Learned that saying early in life "Sticks & stones will break my bones but names & faces will never hurt me". In 2018 it is a unique world.... people have thinner skins.

It's a ridiculous rule any way. Sometimes you have to include text (like as in specification drawings). You can report them if you want. But life's not fair.

All in agreement that life is not fair - however in a rules-based environment the "life is not fair" statement is not applicable.
