I look at this as "Will usually ship" refers to listings where they actually do ship~and this clearly isn't one~ and that this is superseded by two things~the fact that this is designated a local pick up item, and that it says, you can contact your seller to arrange to pay for and pick up your item.

Seller may have other listings that are not local pick up, thus the seller usually ships, etc.
