Combined Shipping, Issuing Refund.

I have a buyer who paid for 2 items.  I want to combine shipping, put both items in a box, weighed it.  It weighs the same as the second item alone.  I paid for a shipping label.  I tried to set up Combined shipping in my profile.  Not sure that worked.  The 2nd item still needs a label.  I got one, took that tracking number and added it to the first.  I then cancelled the 2nd shipping label.  And now the tracking number is removed.  I also went to the first item sale and hovered over sold, looking for "issue refund" but that isn't an option.  Please help?!

You are doing it correctly, just paste in the same tracking # in both, go to your all orders, click on the 3 little dots on the right and then scroll down to "send refund". Make absolute sure that you select "shipping discount" as the refund reason

Unfortunately it USED to be straight forward and simple, where a buyer could fill his cart hit the request a new total, you get the request, calculate total, send invoice, buyer pays, you ship....HOWEVER as you can see ebay fixed it...now when buyers get the total shipping in the cart, that the seller does not see, the shipping is added to the next items shipping cost etc etc and the shipping total gets outrageous and the buyer runs for the hills, sellers lose sales and don't even know it, unless by chance the buyer messages you...then hopes he trusts you to refund the ebay induced overcharges. NOTHING GOOD ABOUT THIS and huge waste of both buyers and sellers time, loss of sales. ebay loses fees, now figure out how much ebay loses in fees collectively across the platform in just one day!
