I would like to close my seller’s account but keep my buyers account. I deleted the items that I had listed. Is there anything else I need to do? Will there be any fees?

As long as nobody hacks your seller's account, you should be ok.
I don't think you'll be needing a pay pal account for buying either.
Your best bet for buying is to use a CC. This way, you can just use it to file a charge back in the event Ebay (or the seller) tries to screw you over.

When you close a selling account you need to ask Ebay if you can close it and if you have had any transactions on that account within the past 60 days, you will need to wait a bit before Ebay will allow you to close it. Ebay does this to all enough time after a transaction to determine if there is an issue and for members to be able to leave FB if they desire to. @eleanor*rigby gave you a link in which will explain the process.
As for a PayPal account. As a buyer you don't have to have one. But just know if you do pay with a credit card, unless the seller is in Managed Payments, PayPal will still be processing the CC payment.
But closing your selling account doesn't mean you have to close your PP account too.

Didn't I just say that you don't have to have a pp account for buying?
And nobody suggested that closing your Ebay selling account also means that you have to close your pp account.
