So, I have used the Promotion Manager (namely Sale Event + Markdown) to discount some of my items. Those same items also have a "Spend $25 and Get Free Shipping" promotion on them.
Now when I click on my listings, the promotion header will read something like "Save 10% of Select Items". I would rather have the promo header to display my shipping discount instead. Since you can't change the Display Priority on Sale Event + Markdown promotions, I am at a loss for what to do.
Anybody have a solution? Thanks in advance.

Only one will show.

I only want one to show, but I would like it to be my shipping discount.
I currently have two other shipping discount promotions running that are quantity related, such as "Buy 2 and Get Free Shipping" that contain listings which are marked down using Sale Event + Markdown. In these listings the shipping promotion shows up on the page rather than the markdown.
So how does that make any sense?

I have not used promotions as you are doing.
I have called eBay CS at one point concerning promotions and they were very helpful. I just kept asking for Promotions and I eventually got to that direct department after a couple of transfers.

Order discounts cannot be stacked so if you have two running the system will default to choose one of them. I don't remember if they choose the older or newer promotion.
An order discount and a shipping discount can be stacked, but only one will display on the listing.
In promotions manager you will see a drop-down selection in the column all the way to the right of each promotion. Go to the promotion you want to display on your listing and select 1st priority from that drop-down.

P.S. I'm not using "order discounts". I'm talking about "Shipping discount" and "Sale event + markdown" promotions.

Okay, sorry. You can select the priority for a sale/markdown event but it has to be done on the page when you are creating the event. I don't think you can change it after the fact. I don't have a current sale running to test that for you, but you can check yourself by trying to edit the sale.
If it doesn't work you should be able to end the sale promo and use the copy function to recreate it, but this time select second display priority before launching. For good measure you can go to the shipping promo and set that as first display priority. I think this will fix your problem.

I just created a sale to test this. I was thinking of a different page. You cannot set the priority for a sale event.
Did you set the priority for the shipping promo to #1 and see if that overrides the sale default?

Anybody else have an idea or solution? Anybody know someone who I can ask? Thanks.

At the top of the page go to Discussions - Weekly Chat. You can ask in tomorrow's chat if it's possible to prioritize a shipping promotion over a sale event promotion. Unfortunately it looks like the answer will be no since the things tried in this thread didn't work.
