Hey,
So I've had a Chinese buyer purchasing a high priced item to the following freight forwarder service in OR:
15617 NE Airport Way
Portland OR 97251
Purchase was made last weekend, before that I suddenly got multiple msgs from 'various' Chinese 'buyers' inquiring about the price of the item - all but one were new users with 0 feedback. I suspected it was the same person and regardless, gave everyone the same answers. I adjust the price and another 'new' user with 0 feedback purchases the item - not any of the users who had been corresponding with me.
I shipped right away on Monday, item was delivered few days later. eBay deleted his account as well.
They didn't contact me about the transaction, I just noticed by myself it was deleted. I didn't upload tracking cause the entire thing didn't 'smell' right, I was going to do so after delivery. And sure enough - on Wednesday the 'buyer' opens a charge back outside eBay and says he tried to contact me to cancel (buyer never reached out - maybe cause his account was deleted?) and since the item wasn't shipped, allegedly, he wants a refund.
I will obviously challenge this and upload tracking/proof of delivery - but is it possible I'll be left without the item and out of the funds? The whole thing is bizarre, not the freight forwarding service itself (although that address is associated with few scams), but the way I was approached by multiple new zero feedback users, then another one buys, then the account is deleted and now a charge back.
Can a deleted account be instated? Can he lose the charge back case and then claim something else and try to return (it's a final sale item)? Thanks

The reference to not adding tracking yet is about the payment dispute, not about the transaction. The type of payment dispute (INR) allows a seller to fight the dispute by uploading a tracking number. OP didn't do that yet - they came here for advice before taking action which is a smart move because different payment disputes are handled in different ways.
Sorry guys. I retract this post. I just read where the OP said the tracking wasn't purchased through eBay and that they were waiting until the item was delivered to upload tracking. Everybody else was right and I was reading too fast. You should always upload tracking immediately when you purchase the shipping label @or_couture, otherwise you're putting yourself at risk. You will lose INR claims filed through eBay when tracking is not uploaded before the claim is filed. In addition to uploading tracking to the dispute, you should upload it to the transaction if you haven't already. Because of this I don't know that you'll win this payment dispute. If the CC decides against you, eBay may not protect you.

The address is 97251 however tracking shows delivery to 97230.
I used the exact address which was given.
Also, if you google
15617 NE Airport Way
Portland OR 97251
You get

You've been a lucky duck plucker then. I owned three retail businesses and had my own merchant business account and shipped products sometimes and the only way to prove delivery on a credit card dispute is if it was signed for.

Thanks for the info @fab_finds4u. It's appreciated and I'll keep it in mind. The ones I won would have been covered by eBay seller protection if I lost, but eBay didn't have to cover them since the CCs ruled in my favor. We're talking things like $30 and $50 orders with no signature in my case.

I just found this thread with the same zipcode issue with the same forwarding company - Parkrose firms
I guess I don't have proof of delivery to the "right" zipcode however USPS system it's the same -
"ZIP Code 97251 is contained within ZIP Code 97230"
Also, it seems the person signed for it at the post office so delivery address on the proof of delivery says

Thanks @wastingtime101 , so if 97251 is contained within ZIP Code 97230 my tracking+ signature is valid, correct? It is beyond me what this buyer tried to pull off...

You will lose INR claims filed through eBay when tracking is not uploaded before the claim is filed.

That information was for eBay claims and I think that requirement has been removed. Was looking for it the other day, and it is nowhere to be found. It was announced in the Seller Update 2018:
Starting September 10, 2018, you will be required to upload tracking in the structured data field before the estimated delivery date has passed in order to appeal an "item not received" claim. eBay will not protect you from a claim if you send the tracking number to the buyer via email.
Without tracking information, eBay can't protect you because we won't be able to confirm your item was delivered. Tracking also benefits buyers by enabling them to track the status of their deliveries. We will also update the eBay Money Back Guarantee policy with the new guidelines.
None of that is in the present policies that I can find. Instead it now says (for eBay claims):
You’ll need to provide tracking within 3 business days of the request being opened, if you haven’t done so already. In order to be protected, tracking must be from one the shipping carriers integrated with eBay and must include the date you shipped the item, the date it was delivered, and the address it was delivered to. If the order has a total cost (total of item(s), shipping and tax) of $750 or more, it should also show the signature confirmation of the recipient. Learn more about our signature confirmation requirements.
Information regarding eBay claims do not apply to Payment Disputes. This is a payment dispute. There is seller protection for Payment Disputes as follows: (Note the seller must respond in 5 calendar days)
Tracking information from a shipping carrier that shows all of the following:
A delivery status of "delivered" (or equivalent in the country to which the item was delivered);
The date of delivery;
The recipient's address that matches the one found on the Order details page, including the city/county or zip code (or international equivalent); and
Proof of signature confirmation uploaded as an image while challenging the payment dispute, for orders with a total cost of $750 or more. Learn more about our signature confirmation requirements
They this protection is supposed to be offered regardless of what the credit card company decides. They will make the seller wait (sometimes a month or more) anyway. The credit card company may honor the claim simply because it was delivered to the forwarder address, not the address of the card holder. There is also the possibility that eBay will not honor the protection policy and use their usual mantra: it is the credit card company and nothing we can do, once the financial institution has made their decision, we comply with it.
We have seen that happen here.
Sellers have lost INRs with that being the reason. The fact that the buyer is already Naru'd is rather interesting. Even if @or_couture could provide evidence from the freight forwarder that the item was indeed forwarded to their client, it only would void any eBay MBG claims. Again this is not an eBay claim, but a Payment Dispute.
If the OP gets denied seller protection, they will need to contact eBay using the big blue SEND MESSAGE button on this page:

If it were me, I would contact them on Monday anyway, just to see what they say at this point. Since the buyer is already Naru'd they may put an end to this sooner.

If a buyer bought something on ebay and thought it was never shipped because no tracking was ever provided, then their ebay account was deleted their only recourse would be a chargeback.
Hopefully that is all that's going on here. It seems like a scammer would have waited and filed a Not As Described chargeback.

So I have 2 issues here, even though I shipped it to the EXACT address put at checkout:
1. The zipcode doesn't match - although 97251 is contained within ZIP Code 97230.
2. The address doesn't match - it has the Parkrose USPS post office address at the proof of delivery page.
I assume I should still be covered by eBay, regardless what the CC rules, correct?

Yeah, I know this is a payment dispute @ittybitnot - the info about uploading tracking was for OP's future reference. I know the 2018 update reflects different info from the policy page, but from what I can remember - eBay never did update that policy page to reflect the 2018 change. As far as I've seen from others posting here about losing claims, I think the 2018 change is still in effect which is why I based my advice on it.
I'm not sure what eBay Export is, but they have the info posted about tracking needed to be uploaded within your handling time.
If that policy changed it would be nice if eBay could confirm it.
